Learn that identifying a problem or an issue is critical to comprehend the burned, the frequency, the severity, and the scope of the problem. To address the problem, be clear and concise on the issue, you seek to “resolve” via a policy. The policy analysis is then identifying and describing policy options to address the problem. You go through a series of research, prioritizing policy options, and finally developing a strategy for a recommendation of the solution to the problem via a policy. This takes time in understanding each policy and conducting research on the problem.
